We’re seeking a Deputy Director – Major Projects Delivery to spearhead one of the most ambitious energy infrastructure transformations in a generation. In this role, you’ll play a key part in overseeing the development of Britain’s electricity transmission networks, ensuring that large-scale energy infrastructure investments are efficient, timely, and provide the best outcomes for consumers. You’ll work at the highest levels of government, industry, and regulation, driving important policy decisions, managing regulatory approvals, and collaborating with major stakeholders to break down barriers and accelerate clean power deployment.

Job Description
This role presents an opportunity to help reshape Ofgem’s network regulation to support the expansion of Britain’s energy infrastructure, ensuring greater affordability, security of supply, and a decarbonised electricity system.

As the consumer’s representative, Ofgem ensures that investments are made in the best interests of consumers. As a leader, you will head a growing team and design the regulatory frameworks necessary to implement these changes. You will collaborate with government, the energy sector, and other stakeholders to overcome barriers and accelerate the transition to clean power.

You’ll hold SRO responsibility for assessing and approving network companies’ large onshore investments, scrutinising Transmission Operators’ delivery plans, and supporting delivery mitigations where necessary. This includes managing applications through the Large Onshore Transmission Investment (LOTI) and Accelerated Strategic Transmission Investment (ASTI) reopeners. You will be responsible for managing these frameworks, reporting on delivery and cost outcomes to the Ofgem Board, DESNZ, and mission control.

You’ll lead the evaluation of investment strategies for new electricity transmission routes derived from the ESO’s transitional Central Strategic Network Plan (tCSNP), coordinate Ofgem’s actions under the DESNZ Transmission Acceleration Action Plan, and act as a key point of contact for DESNZ. Additionally, you’ll lead Ofgem’s efforts in supply chain development, community benefit schemes, and community engagement.

You will also be at the forefront of designing strategies for new competition models for both onshore electricity networks and coordinated offshore transmission assets.

Person Specification
Essential Criteria

  • Experience in major capital project delivery, regulatory price reviews, or related network regulation activities (Lead).
  • Proven ability to make quick, effective decisions with significant financial and reputational consequences.
  • Leadership experience in building diverse, multi-disciplinary teams and successfully driving policy and process changes.
  • Strong engagement and influencing skills at all levels, including senior managers, internal and external stakeholders.
  • Excellent communication skills, able to present technical information clearly and concisely.
  • Exceptional analytical abilities with experience in critically validating complex data, drawing effective conclusions, and making sound recommendations.
