The Role

Last Mile Health’s Health Systems Strengthening (HSS) team is a multidisciplinary group partnering with country teams to design, scale, reinforce, and sustain government-led community health systems, amplifying this work globally. The Health Financing practice within HSS builds LMH’s knowledge and skills in collecting and using health financing data, conducting analyses, and generating insights to mobilize resources and strengthen community health system financing at country and global levels.

The Director, Health Financing (HF) will lead our global HF team, supporting and advising country teams as they engage with Ministries of Health and partners regarding community health financing. This role encompasses strategic leadership, portfolio execution, and partnership development to advance community health financing across Africa.

This is a hybrid role based in Ghana, open to national and international candidates located in or willing to relocate to Accra, Ghana.

What You’ll Do

Strategic Oversight, Leadership, and Planning

  • Develop the vision, strategy, and roadmap for the HSS Health Finance portfolio, defining long-term goals and managing steps to achieve them.
  • Lead the development of LMH’s technical approach to health financing, integrating global best practices with local adaptation for country programs and the Africa Frontline First (AFF) initiative. Advise, design, and implement targeted, context-specific health financing strategies and work plans with program teams.
  • Provide technical guidance on country-specific health financing agendas, including support for annual/quarterly planning, and drafting strategies to address systemic health financing gaps.
  • Offer strategic leadership to bolster sustainable financing for community health systems, aligned with the Building Integrated Readiness for Community Health (BIRCH) program across 17 countries. This includes developing long-term financing plans, aligning investments with national strategies, and addressing resource gaps. Drive evidence-based financial solutions for optimal health outcomes, resilience, and equitable health systems.
  • Provide technical expertise to identify, prioritize, and select high-impact health financing opportunities aligned with LMH’s HSS HF goals.
  • Travel to LMH operational countries (and others) for work activities, representing the HSS team and LMH. Represent LMH in national and global forums to cultivate partnerships.
  • Lead health finance working groups as needed, providing thought leadership and fostering cross-team collaboration.

Strengthen and Lead the Health Finance Teams

  • Provide analytical guidance and technical review of health financing products to improve community health system efficiency, effectiveness, and institutionalization.
  • Offer community health financing technical leadership by writing reports, creating tools, and establishing SOPs to ensure high-quality, impact-oriented outputs across LMH.
  • Establish and maintain project management systems for consistent reporting of health finance efforts. Develop, implement, and monitor team activities, work plans, and budgets.
  • Define clear accountabilities linked to team and organizational objectives regarding portfolio progress. Report regularly on progress, identify risks/challenges, and collaborate with stakeholders to overcome barriers.
  • Manage direct reports and other health financing staff, ensuring portfolio goal delivery. Provide quality assurance, technical direction, leadership, and oversight to teams.
  • Foster a culture of equity, inclusion, learning, and results within health financing teams, aligned with organizational values.
  • Offer coaching, mentoring, and joint learning to build technical capacity of health finance staff within LMH country programs and AFF. Identify and address skill gaps.
  • Participate in team building and strengthening activities, including HSS team capacity-building engagements.
  • Facilitate sharing of technical expertise and institutional knowledge through structured mentoring and capacity-building to ensure sustainability of health financing expertise in LMH country programs.

Partnerships

  • Cultivate relationships with key stakeholders related to health financing work, represent LMH externally, and understand health financing within broader influence and advocacy contexts.
  • Actively contribute to grant proposal development and review, ensuring alignment with strategic health financing priorities and technical rigor.
  • Lead internal discussions on health financing to advance LMH’s technical expertise. Collaborate on external materials (reports, briefs, presentations) to promote LMH’s impact and thought leadership.
  • Develop, manage, and nurture priority partnerships, working collaboratively with internal teams and external stakeholders to advance LMH’s health financing agenda.

What You’ll Bring

  • Bachelor’s Degree required; PhD or Master’s degree in economics, public health, public policy, or related fields desirable.
  • Progressive experience in economics, health economics, public policy, public sector financing, or public health, partnering with government counterparts or policymakers, focusing on economics and health systems strengthening.
  • Experience and knowledge of technical health financing components (e.g., costing, cost-effectiveness analysis, resource mobilization, strategic purchasing, national health accounts, resource mapping).
  • Experience effectively working with governments in a technical advisory role, especially developing materials for policymakers.
  • Experience with major donors, knowledge of funding cycles, and proposal development.
  • Quantitative analysis experience, especially using standard costing tools and developing costing exercises, is preferred.
  • Direct experience in health policy analysis in low-and-middle-income countries or resource-limited settings is preferred.

  • You possess solid project management skills, multitasking ability, and robust time-management in a fast-paced environment.
  • You have experience working in complex environments and can prioritize effectively to meet tight deadlines.

Compensation Information

At Last Mile Health, we reward employees equitably and transparently based on a clear methodology, irrespective of identity or personal relationships. Our compensation model is fully transparent. The salary range for this role (Band SLB-5) is $90,966 – $113,018 USD annually, dependent on experience in an equivalent role, subject to statutory taxes.
